Definitions
for the purpose of these Rules and Regulations |
A.
BOARD OF DIRECTORS - |
Twelve
(12) members to represent the membership in the administration of all
P.L.C.C. properties and funds. |
B.
PARKLANDS - |
Land
around the lake from the high water mark to the road or private property. |
C.
PERMISSION - |
A
written authorization issued by the Board of Directors permitting the
performance of a specified act or acts, on all P.L.C.C. properties. |
D.
PERSON - |
Any
natural person, corporation, society, organization or persons, company,
association, joint stock association, firm, or co-partnership. |
E.
SECURITY GUARD - |
Any
person appointed for the purpose of enforcement of our Rules and Regulations. |
F.
BATHING AREA - |
Any
area maintained for the use of bathers. Beaches known as Warren, Interlaken,
Hudson, Jackson and Fairfield. |
G.
MEMORIAL FIELD - |
A
field maintained and designated for athletic activities, located on Haviland
Dr. and Interlaken Rd. |
H.
BATHING SEASON - |
Season
starts July 4th and ends Labor Day. |
I.
PAID TAG HOLDER - |
A
person who has paid the current annual membership fee and has been issued
an authorized tag. |
J.
P.L.C.C. MEMBER - |
A
person who has paid the current annual membership fee. |
K.
GUESTS - |
A
person not residing within the 13 maps of Putnam Lake and not being eligible
for P.L.C.C. membership. Guest may comprise of friends, or families of
a paid tag holder, provided they do not live in the same household as
the tag holder (Putnam Lake resident). |
L.
SENIOR CITIZEN DISCOUNT - |
A
discount provided for a senior citizen who qualifies by documentation
the he or she is 65 years of age or older. |
| SECTION 2 - | Construction and Scope of Rules and Regulations. |
| A. CONSTRUCTION - | The
Rules and Regulations of the Putnam Lake Community Council shall be construed
as follows: 1) any term in the singular shall include the plural; 2) any term in the masculine will include the feminine or neuter; 3) any rule or regulation relating to any act covers the procuring, aiding or abetting, directly or indirectly of any act; and allowing a minor child to do any act. these rules and regulations are in addition to and supplement all municipal, state and federal laws and ordinances. |
| B. SCOPE - | These
rules and regulations shall be in effect within and upon all areas under
the jurisdiction or control of the Putnam Lake Community Council.

| SECTION 1 - | DISORDERLY CONDUCT: |
Any
person disobeying an order of a Board Member, Lifeguard, Beach Captain,
or sign, or using threatening, abusive or insulting language, doing an
indecent act, throwing stones or other missiles, annoying other persons,
trying to gain admittance to any beaches or Parklands without being a
paid tag holder, instigating a fight, tearing down, defacing, or disregarding
notices, shall be charged with disorderly conduct. |

| SECTION 2 - | ANIMALS: |
No
person shall bring, drive,lead, carry, or permit any dog or any other
animal, whether leashed or unleashed, muzzled or unmuzzled, on the premises
of any bathing beach. |

| SECTION 3 - | ADVERTISING: |
No
person shall post, paint, stamp, affix, distribute, display, deliver,
place or leave any bill, circular or advertisement or use any musical
instrument or cause a noise for advertising purposes. |
|
| SECTION 4 - | WEAPONS: |
No
person except Police or other peace officers shall possess a firearm of
any size or description or any instrument, appliance, or substance designed,
made, or adapted for use primarily as a weapon, on any properties under
the jurisdiction of the P.L.C.C. |
|
| SECTION 5 - | LITTERING, DUMPING, POLLUTION: |
| No person shall dispose household refuse, bottles, cans, paper, garbage, rubbish, or other waste materials of any kind or attempt to interfere with the cleanliness of our waters, or abandoning of boats or cars. | |
| SECTION 6 - | CAMPING: |
| No person shall tent or camp or erect or maintain a shelter for the purpose of camping at any time. | |
| SECTION 7 - | TREES AND SHRUBS: |
| No person shall cut, break, mutilate, paint or otherwise interfere with the stem, branch, leaf or roots of any tree or shrub. | |
| SECTION 8 - | HUNTING AND TRAPPING: |
| No person shall kill, wound, trap, hunt, take or chase any animal, reptile or bird. | |
| SECTION 9 - | PARKING VEHICLES: |
| There shall be no parking on Parklands or beach unless designated for that purpose. | |
| SECTION 10 - | PATHS: |
| No person or vehicle shall be allowed to obstruct any path or access for pedestrian use. | |
| SECTION 11 - | AVIATION: |
| No person shall voluntarily bring, land, or cause to descend any aircraft, flying machine, balloon, flying model of any kind on P.L.C.C. grounds. | |
| SECTION 12 - | CLEARING PARKLANDS: |
| No person shall at anytime clear Parklands for personal use. | |
| SECTION 13 - | MOTORIZED VEHICLES: |
| No motorized vehicles are permitted on P.L.C.C. grounds at any time, nor on the ice surface of Putnam Lake at any time. |
| SECTION 1 - | PERMISSION: |
Permission
may be granted for the use of P.L.C.C. facilities and equipment when available,
and for any other purpose that permission may be required, by submitting
a request in writing thirty (30) days in advance to the Board of Directors,
P.L.C.C. P.O. Box 3, Patterson, N.Y. 12563. All requests will be reviewed
by the board and approved or denied in writing through the secretary. |

| SECTION 2 - | LOITERING: |
| No person shall loiter or remain on P.L.C.C. property between dusk and dawn (1/2 hour after sunset: 1/2 hour before sunrise) without permission. | |
| SECTION 3 - | CONSTRUCTION: |
No
person shall erect any structure, permanent or temporary, on P.L.C.C.
properties, including docks, sheds, fireplaces, etc. without the written
permission of the Board of Directors. In the event that such permission
is granted, it should be understood that such structure becomes the property
of the P.L.C.C. and can be used by all eligible residents (tag holders). |

| SECTION 4 - | FIRES: |
No
person shall kindle, build, maintain, or use a fire without permission.
Any fire shall be continuously under the care and direction of an adult.
No fire shall be built within ten (10) feet of any tree, building, or
beneath the branches of any tree or in any underbrush. |

| SECTION 5 - | MEETINGS, EXHIBITION, ORGANIZED GROUPS: |
| No group, public or private, shall hold organized or supervised activities without first obtaining permission. | |
| SECTION 6 - | BOATING: |
No
person shall operate any kind of boat propelled by naphtha or gasoline,
in or upon any waters of the P.L.C.C. All boats shall be removed from
the lake and/or P.L.C.C. property no later than October 31st. |

| SECTION 7 - | DESIGNATED AREAS: |
The
following activities shall be carried on only in areas designated and
maintained for such use: fishing, bathing, athletic games or contests,
boating, and ice skating. |

| SECTION 8 - | PEDDLING - |
No
person shall sell, offer for sale, hire, lease, or let anything whatsoever
on P.L.C.C. property, except with permission. |
|
| SECTION 9 - | ALCOHOLIC BEVERAGES: |
No
alcoholic beverages or drugs will be allowed on P.L.C.C. properties. Special
groups or organization affairs which include alcoholic beverages must
be approved in advance by the Board of Directors in writing. |

| SECTION 10 - | GUESTS: |
| Guests as defined in Article I will be allowed on P.L.C.C. beaches and Parklands providing that they are accompanied by an adult resident tag holder. |
| SECTION 1 - | BEACHES: |
| A.
Beaches are closed when a lifeguard or designated beach captain is not
on duty. B. Bathing and swimming at authorized beaches only. C. Bathing and swimming authorized beaches shall be permitted only during the bathing season as announced. The Board may extend or shorten the bathing season, or may eliminate some beaches or parts of beaches as authorized bathing areas with regard to weather conditions and the public safety. D. No person shall boat or fish in a swimming area or from a dock. E. No person shall throw, cast, deposit, damage, lay, place, or scatter in the water or upon any bathing beach any bottles, cigarettes, or any refuse matter at any time. F. No person shall bring into or use in the water artificial floats of any kind or description or any mask, spear, fins, or snorkels. G. No dogs or animals of any kind are permitted on any beach at any time. H. No person shall light or make use of any fire on any beach without permission. I. Except in locations designated for such purpose, no person shall engage in any athletic game or sport or in any activity upon a bathing beach or in the water. J. No swimmer shall enter the water or onto the beach unless clothed in a suitable bathing suit. K. No person shall falsely call for help. L. No person shall conduct themselves upon any bathing beach or in the water in such a manner as to jeopardize the safety and health of themselves and others. The Lifeguard’s, Beach Captain's, and/or Board Member’s discretion will prevail at all times. M. No person having any infectious disease shall be to a bathing beach or in the water. N. No person shall deface or write on rafts, docks, or signs. O. No person shall disregard notices, or directions on any beach sign, nor disobey the lawful order of a Lifeguard, public officer, Beach Captain, or Member of the Board of Directors. P. No person under the age of twelve (12) years is allowed on a beach unless accompanied by an adult at all times. |
| SECTION 1 - | PENALTIES: |
Any
violation of the Rules and Regulations of the P.L.C.C. shall be punishable
by the revocation of tag eligibility and legal action, if applicable. |
| SECTION 1 - | P.L.C.C. MEMBER: |
A
P.L.C.C. member is entitled to attend General Membership meetings, vote
on Board elections and other matters, use facilities such as Memorial
Field. |

| SECTION 2 - | SENIOR CITIZEN DISCOUNT: |
Senior
Citizens as defined in Article I will be given a 50% discount on the Membership
dues. This discount will be given provided that the senior citizen is
the owner of the property (tenants are not entitled to this discount),
and that they are the only residents in the household. A household owned
by a residing senior citizen that has another family residing in such
household will not be eligible for the 50% discount. Also, a Senior Citizen
owner who does not reside in the house, but rents or allows others to
reside in such household, is not eligible for discount. |

| SECTION 3 - | TAGS: |
The
P.L.C.C. will issue ID cards upon payment of fees. Cards may only be used
by members of the specific household and must not be given to anyone else.
Guests do not require cards, but only a card holder’s presence. |
